HR 218 LEOSA (Law Enforcement Officer's Safety Act) Re-qualification Training

If you are a retired Law Enforcement Officer (LEO) and wish to qualify under the HR 218 LEOSA guidelines, then this is the class for you.

Under HR 218, you, as a retired LEO, would be afforded the ability to carry your concealed firearm in any state in the US, with very few exceptions.

IMPORTANT: Although I have been trying to find a way to hold a requal training program that would fall completely under the HR 218 guidelines, there has been some information that there are only two options available to you at this time:

ONE: Your department could imprint on your Retired ID the date of your last qual course with the weapon used. That's the easy solution.

TWO: You could get a document "Issued by the state" that says you have qualified. UNFORTUNATELY NY STATE DOES NOT HAVE A RECOGNIZED PROGRAM FOR HR218 THAT YOU COULD GET THAT DOCUMENT FROM. This eliminates option 2 that is listed in the bill. If your department does not afford you an ID with the qual date on it, then you are unable to legally become qualified under the HR218. There is no way for any private firm or entity to offer or provide the qualification. Anyone other than an agency cannot legitimately requal you under HR218. Not even a private firm using DCJS Certified Instructors. (as I was hoing to do)

In my continuing efforts to find a way to legitimately provide this service, I will keep looking and following the law. There are a few proposed amendments to the bill, but nothing yet. Kepp putting pressure on your department to provide you this service. If they trusted you for 15 or more years, what's different now?

In the meantime, I would encourage you to obtain either a Utah Permit of the Florida Permit. Those would at least get you carrying in 30 or 34 state a bit easier.

 

 

 

NOTE: This course is only a re-qual course for Article 35 (Use of Force) and the firearms portion. As provided in the HR 218 bill, you will be provided a card that states you have qualified with a firearm, on an approved course. NO claims will be made as to what states or area will or will not honor the qualification.

In this course, you will learn:

  • The overview of HR 218
  • Allowances and restrictions under HR 218
  • Aspects of concealed carry and mindset
  • Article 35 (Justification of Defense) details
  • Firearm safety rules and instruction
  • Dry skills and basic fundamentals
  • Range qualification

     


Required Equipment:
  • A valid New York State pistol permit
  • A valid Retired LEO ID
  • A firearm in working condition
  • A cleaning kit
  • A minimum of 100 rounds. No reloaded or hand-loaded ammunition. 
  • A quality concealed carry holster 
  • Adequate eye and ear protection
  • Range-appropriate clothing (casual/range clothing)


Prerequisites:
In order to participate, you must fall under the following criteria:
  1. Have retired in good standing from service with a public agency as a law enforcement officer, other than for reasons of mental instability
  2. Before such retirement, was authorized by law to engage in or supervise the prevention, detection, investigation, or prosecution of, or the incarceration of any person for any violation of law, and had statutory powers of arrest
  3. Before such retirement, was regularly employed as a law enforcement officer for an aggregate of 15 years or more
  4. Retired from service with such agency, after completing any applicable probationary period of such service, due to a service-connected disability, as determined by such agency
  5. Have a nonforfeitable right to benefits under the retirement plan of the agency
  6. During the most recent 12-month period, has met, at the expense of the individual, the State's standards for training and qualification for active law enforcement officers to carry firearms.
